Lately, Picoworkers has been getting a lot more traffic. This means a lot more workers and employers which is really great, but it comes with consequences. They can't keep up with this growing audience and one of the effects of this is late payments.
On the page for placing a withdrawal request, you can see that there are over 200 payments pending. This number is not going higher because they are making payments almost every day, but also almost every day new payment requests are sent. So it always stays around the same number.
When you place a withdrawal request, you'll see a message that says that you'll get paid in 10 days, but most of the times you will have to wait much more. But, be patient, they are legit and eventually, everyone will get paid.

I placed this request on the 21st of January 2019, and it went through almost a month later on 26th of February 2019. But, as you can see, they are still paying!
I've also waited a long time for my payments, but they eventually paid. This is a good and easy way to make money, only downside is late payments.
